摘要
依据新形势下交通运输发展对长江航运信用建设的新要求,分析长江航运信用管理的现状,找出存在的问题,指出现阶段长江航运信用管理与交通运输行业发展要求的不适应性。提出长江航运信用体系建设的总体思路及建立统一的长江航运信用平台的构想,并以率先在三峡河段建设“一中心三库”的信用档案体系为突破,逐步完善长江航运信用体系建设。
According to the new requirements on the Yangtze River shipping credit construction in the new period of the transportation development,this paper analyzes the current status of the Yangtze River shipping credit management to find out the existing problems,point out the inadaptability between the Yangtze River shipping credit management and the development of transportation industry.The general idea of constructing the Yangtze River shipping credit system and the idea of establishing a unified shipping credit platform are put forward.The construction of the“one centre three databases”credit file system is to take the lead in the Three Gorges reach as a breakthrough to gradually improve the construction of the Yangtze River shipping credit system.
