高校作为科研产出的前沿、专利技术及重要设备的拥有者以及人才培养的基地,天然地具有服务产业发展、经济转型的优势。在军民融合上升为国家战略的背景下,高校应将自己的各项工作与军民融合的整体要求结合起来。在实地调查研究的基础上,认为高校军民融合的机制,特别是制度建设方面还存在需要改进的方面:协同创新机制存在缺少制度规范、缺少统一的政府管理机构和科研管理机制不健全的问题;军事人才培养存在国防专业设置少,缺少专门化的课程设置,培养模式上与军队对接不够的问题。此外,军民融合方面的国家法律和地方性立法欠缺也是一个重要问题,应通过规范引领、统一管理来促进高校协同创新体制的健康发展。高校要创新人才培养模式,为培养军事科技人才贡献力量;国家要完善法律法规,加强法治保障,促使高校更科学有效地参与到军民融合的工作中去,充分发挥高校的作用。

As the leading edge of scientific research output, the owner of patented technology and important equipment, and the base for talent training, universities naturally have the advantages of serving the development of industries and economic transformation. Against the background of military-civilian integration becoming a national strategy, universities should combine their work with the overall requirements of military-civilian integration. Based on field investigations, it is believed that there is still a need for improvement in the mechanism of military-civilian integration in colleges and universities, especially in terms of institutional construction. The collaborative innovation mechanism lacks institutional standards, unified government management institutions, and scientific research management mechanisms. The training of military talents has the problems of few majors in national defense, lack of specialized courses, and inadequate connection with the military in terms of training models. In addition, the lack of national and local legislation on civil-military integration is also an important issue. The healthy development of college collaborative innovation system should be promoted through standardized guidance and unified management. Colleges and universities must innovate talent training models and contribute to the training of military science and technology talents. The state must improve laws and regulations, strengthen the protection of the rule of law, promote the scientific and effective participation of universities in the work of military-civilian integration, and give full play to the role of universities.
