在市场经济背景下,基于乡村振兴的多维复合要求,从“产权--治权”的分析范式出发,在对乡村治理的现实基础、历史演变和案例总结的基础上,提出新时代“三治结合”乡村治理体系的形成客观上处于国家建构释放空间、市场发育提供导向及社会生长提供土壤的过程中,当前面对着乡村社会人才外流、资金短缺、产业效益低下等紧约束条件,低成本、高稳定性的“三治结合”乡村治理体系的生成逻辑体现在:需要构建具有产权可激励的治理主体、全要素股份合作的有机结构和政府、市场、社区三个面向的运行机制。以此有效把握“三治结合”乡村治理体系的主要特征及其运动规律,探索适应各地实际情况的具体实现形式。

Under the background of market economy and the requirement of multidimensional rural revitalization,from the analytical paradigm of"property rights-sovereignty",on the basis ofreality,the historical evolution and case summary of the rural governance,it put forward the"three governance combined"rural governance system in new era objectively attributed to the national construction release for space,market development for guidance and social growth for soil.In the face of tight constraints such as brain drain,shortage of funds,the low industrial benefit the formation logic of rural"three combination"governance system with low cost and high stability is emboded in the fact that it is necessary to construct angovernance subject with property right incentive,organic structure of all-factor share cooperation and operational mechanisms oriented by government,market and community.In this way,it can effectively grasp the main characteristics and movement rules of the rural governance system of"combination of three governance",so as to explore the concrete realization forms that adapt to the actual situation of different regions.
