农村生态文明水平评价指标体系构建与实证

Construction and Demonstration of Evaluation Index System of Rural Ecological Civilization Level

完善生态文明制度体系要求科学构建农村生态文明水平评价体系。因此,文章从产业、人居、文化、保障四个方面构建评价指标体系,设计准实验研究方案,运用农户调查数据以及加法集成赋权,评价湖北与重庆先行示范区与普通区农村生态文明水平;通过独立样本T检验,验证评价体系有效性。结果显示:先行示范区的农村生态文明水平显著高于普通区,即构建的农村生态文明水平评价体系科学有效。同时,先行示范区农村能力保障子系统水平显著高于普通区,但最高的地区只达到了目标值的61.47%;生态环境准则层水平显著高于普通区,普通区的生态农户准则层水平高于先行区。

Perfecting the ecological civilization system requires scientific construction of the evaluation system of rural eco⁃logical civilization level.Therefore,this paper constructs the evaluation index system from the four aspects of industry,human set⁃tlements,culture and security,and then,designs a quasi-experimental research scheme,using the data of farmer household sur⁃vey and additive integration weights to evaluate the rural ecological civilization level of the pilot demonstration zones and ordi⁃nary areas in Hubei and Chongqing.Finally,the paper verifies the effectiveness of the evaluation system by using independent sample for T test.The results show that the level of rural ecological civilization in the pilot demonstration zones is significantly higher than that in the ordinary areas,that is,the evaluation system of rural ecological civilization level is scientific and effective;at the same time,the level of rural capacity support subsystem in the pilot demonstration zones is significantly higher than that in the ordinary areas,but the highest area only reaches 61.47%of the target value;the level of ecological environment criterion layer is significantly higher than that of ordinary areas,and the level of ecological farmers criterion layer of common areas is higher than that of pilot zones.
