气候正义视阈下的“适应”制度考察

The “Adaptation” System from the Perspective of Climate Justice

《巴黎协定》"适应"目标平衡了多个利益相关者的诉求,合理安排了资金方案,并以"国家驱动"模式实施全球"适应"行动。但是,其存在"适应"目标不具体,"适应"资金的数量和规模不明确,"特别脆弱国家优先"难落实,"国家驱动"下的信息通报制度执行力不足等问题。气候正义视阈下的"适应"制度应注重矫正正义并细化"共同但有区别原则",以国家自主贡献为依托,量化适应目标,合理确定"适应"资金数量、规模及使用规则,通过划定范围、确定分配方案落实"特别脆弱国家优先"原则,并建立可行的信息通报制度以督促落实国家驱动下的"适应"行动。

The"Adaptation"goal in The Paris Agreements has balanced the appeals of stakeholders,reasonably arranged funding programs,and implemented the global"adaptation"in the state-driven mode.However,there are underlying deficiencies,concerns such as unspecific adaption objectives,unclear amounts and scales of adaption funds,difficulties of executing the"Priority-of-Particularly-Vulnerable-Countries"principle,as well as a void of information communication implementation.From the perspective of climate justice,the"adaptation"system should focus on corrective justice and refining a principle of common-but-differentiated responsibilities.Also,it should function in accordance to the Intended-NationallyDetermined-Contributions rule,specify the objectives of adaptation,rationally determine the quantity,scale and use of"adaptation"funds in order to execute the"Priority-of-Particularly-Vulnerable-Countries"principle.Moreover,it should establish a feasible information communication system to push forward the state-driven"adaption"initiative.
