环境规制影响绿色全要素生产率的实现机制——基于我国资源型产业的实证

Environmental Regulation Affects the Realization Mechanism of Green Total Factor Productivity:An Empirical Study Based on Chinas Resource-based Industries

文章采用SBM模型测算2008-2017年11个资源型产业的绿色全要素生产率,并通过面板数据模型和中介效应模型实证检验了环境规制对行业绿色全要素生产率的直接影响及其实现机制。结果表明:环境规制对绿色全要素生产率有显著的正向直接效应,基于细分行业的实证进一步表明这种显著的直接效应结论稳健;环境规制通过价值链嵌入和自主创新效应实现对行业绿色全要素生产率的显著影响。因此,适度加强环境规制不仅有利于环境保护,而且有利于通过价值链嵌入、技术创新两个途径提升资源型企业的绿色全要素生产率。

This paper uses SBM model to measure the green total factor productivity of 11 resource-based industries from2008 to 2017,and empirically tests the direct impact of environmental regulation on the industrys green total factor productivity and its realization mechanism through panel data model and mediation effect model.The results show that environmental regulation has a significant positive direct effect on green total factor productivity.The empirical evidence based on sub-sectors further indicates that this significant direct effect is stable;environmental regulation achieves a significant impact on the industrys green total factor productivity through global value chain embedding and independent innovation effects.Therefore,moderately strengthening environmental regulation is not only conducive to environmental protection,but also helps to enhance the green total factor productivity of resource-based enterprises through two ways:global value chain embedding and technological innovation.
