数字小微金融:产生场景与发展策略

Digital Small and Micro Finance:Production Scenarios and Development Strategies

小微企业关乎民生、就业、税收等方方面面,当前在经济持续下行的背景下,支持小微企业的发展关系到经济高质量发展。政府部门以及各类金融机构在解决小微企业融资方面做了很多工作,也进行了很多创新,从实践效果来看,在一定程度上缓解了小微企业融资难问题,但是无法从根本上解决小微企业融资困境,究其原因受限于技术应用的限制,同时商业银行金融机构承担给小微企业贷款的政策性远远弱于其商业性本质,本文在深入分析小微企业融资困境原因的基础上,指出数字化使得解决小微企业融资困境有了现实可能性,并在此基础上提出加强社会约束机制建设、加强数字技术基础投入、大力发展共享经济、推动开放银行建设、强化小微金融产品开发以及小微企业数字化转型等政策建议。

Small and micro enterprises are related to people's livelihood,employment,taxation and other as pects.At present,under the background of sustained economic downturn,supporting the development of small and micro enterprises is related to high-quality economic development.Government departments and various financial institutions have done a lot of work to solve the financing problems of small and micro enterprises,and also carried out a lot of innovations.From the perspective of practical effects,it has eased the financing difficulties of small and micro enterprises to some extent,but it cannot fundamentally solve them.The financing dilemma of small and micro enterprises is limited by the application of technology.At the same time,the policy nature of commercial bank finan cial institutions'loans to small and micro enterprises is far weaker than its commercial nature.On the basis of this,it is pointed out that digitalization has made it possible to solve the financing dilemma of small and micro enterprises.Based on this,this paper proposes to strengthen the construction of social restraint mechanisms,strengthen the digi tal technology foundation investment,vigorously develop the sharing economy,promote the construction of open banks,strengthen the development of small and micro financial products and promote the digital transformation of small and micro enterprises.
