毛邦初案背后的美国因素及蒋氏的态度

The U.S.Factor and Chiang Kai-shek’s Attitude Behind P.T.Mow’s Case

毛邦初案发生于国民党退台后不久,牵涉案情在国民党退台前后。因国民党空军高层权力纠纷,空军副总司令毛邦初及其助手有意泄露军购弊案,引起舆论关注。国民党贪腐形象能否得以澄清,关涉美援大局。为使美国人信服,台湾当局决定通过法律程序提起诉讼。在蒋介石对"挟外自重"者深恶痛绝的心理之下,部分美议员对案情的关心,使毛邦初成为蒋要防范的对象。为获美同情,毛被冠以"包庇不忠"之名。李宗仁的卷入、法统问题的提出,使毛案更添政争色彩。李与蒋之间,美国站在后者一边,这使李对毛的庇护毫无作用,反而加速了李本人被"罢免"。毛邦初案暴露出的问题,使台湾当局的胜诉显得得不偿失。

P.T.Mow’s case occurred shortly after the KMT’s retreating to Taiwan,whose related details occurred before and after the retreating.Due to high-level power conflicts of the KMT Air Force,the deputy commander of the Air Force,P.T.Mow and his assistant,leaked military procurement cases to media intentionally,which caused public concern.Whether the image of the KMT corruption could be clarified was related to the overall situation of the U.S.aid to Taiwan.In order to convince American,the Taiwan authorities decided to initiate legal proceedings.In the spirit of Chiang Kai-shek’s abhorrence against the persons who relied on outsiders to increase their own value,the concern of some of the representatives over the case made P.T.Mow to be a target for Chiang to guard against.To obtain sympathy of the United States,Mow was given the guilty of cover for infidelity.Li Tsung-jen’s involvement in the issue and the question of whether Chiang’s position was legal add more political dispute color to Mow’s case.Between Li and Chiang,the United States chose to stand on the side of the latter,which made the shelter of Li to Mow in vain.On the contrary,it accelerated Li’s "being removed from office".The problems exposed by the case of P.T.Mow made the victory of the Taiwan authorities seem to be worth the candle.
