以友城合作促进国际旅游名城建设的路径研究——以哈尔滨为例

A Research on Building a Famous International Tourism City through Cooperation of Sister Cities——A Case Study of Harbin City

发展入境旅游对优化旅游产业结构、平衡出入境旅游消费逆差、推动旅游服务体系与国际接轨有现实意义。同时,建设国际旅游名城有利于提升城市对外开放水平,推进城市全面发展。建设“冰城夏都国际旅游文化名城”是哈尔滨城市建设和旅游发展的战略目标,入境旅游则是该目标实现程度的重要标志。哈尔滨拥有数量可观的国际友好城市,这是发展入境旅游、推动国际旅游文化名城建设的重要资源。针对哈尔滨与国际友好城市旅游合作的现状、问题与优势,提出在国际友城设立“旅游推广中心”、举办“友城旅游文化交流月”、打造国际化的旅游接待体系、充分发挥平台作用和建立交流合作的常态化机制等对策建议,以实现旅游业发展的新突破。

The development of inbound tourism is of practical significance to optimize the structure of tourism industry,balance the deficit of inbound and outbound tourism consumption and promote the integration of tourism service system with international standards.Meanwhile,building a famous international tourist city is conducive to further opening the city to the outside world and promoting its comprehensive development.It is a strategic goal for Harbin to build itself into a famous international tourism and cultural city of ice in terms of urban construction and tourism development.And inbound tourism is an important indicator to achieve this goal.Harbin has a large number of international sister cities,which are important resources for developing inbound tourism and promoting the construction of internationally renowned tourism and cultural city.Based on the current situation,problems and advantages of tourism cooperation between Harbin and its international sister cities,this paper puts forward some countermeasures and suggestions such as setting up"tourism promotion center"in its international sister cities,organizing"the month of tourism and cultural exchange with sister cities",building an international tourism reception system,giving full play to the platforms and establishing a regular mechanism for exchanges and cooperation with an aim to achieve new breakthrough in tourism development.
