广西深度贫困山区脱贫攻坚模式及机制构建——基于德保县的实证分析

Models and Mechanism Construction for Overcoming Poverty in Deep Poverty-stricken Mountainous Areas of Guangxi:Empirical Analysis Based on Debao County

中国特色社会主义进入新时代,对扶贫工作提出了新要求。自党的十八大以来,广西壮族自治区脱贫攻坚任务已取得决定性进展,积累了诸多宝贵经验,但与此同时,随着脱贫攻坚的深入推进,深度贫困山区的新情况、新问题不断涌现,成为全区打赢脱贫攻坚战的阻力。论文以广西德保县为例,基于实地调研,将其典型脱贫模式和机制进行了系统总结,并针对现存问题提出优化地区产业结构、发挥生态资源优势、切实提高贫困群众自我发展能力等对策。

Socialism with Chinese characteristics has entered a new era,which new requirements have been put forward for help-the-poor work.Since the Eighteenth National Congress of the Communist Party of China,decisive progress has been made in tackling poverty in the Guangxi Zhuang Autonomous Region,accumulate a lot of valuable experience,but at the same time,with the deepening of poverty alleviation and fortification,new situations and problems are emerging in the deep poverty-stricken mountainous areas,which becoming a stumbling block for the whole region to win the battle against poverty.On the basis of field survey in Debao County of Guangxi, which the typical models and mechanisms of poverty alleviation are systematically summarized, in view of the existing problems, the paper proposes some countermeasures, such as optimizing the regional industrial structure, bringing the advantage of ecological resources into full play, improving the self-development ability of the poor people, etc.
