摘要
本研究以8个民办教育分类管理的相关政策文本为分析对象,以胡德的“NATO”政策工具为框架,以条目编码、工具分类、内容分析为研究线索,对我国目前民办教育分类管理的政策文本进行分析归纳。研究发现:政策文本呈现出信息枢纽前瞻、法理权威枢要、财税手段差别化和组织协同、共同治理的特征,但也存在着政策链条不完整的问题,一方面缺乏政策实施评估,另一方面缺乏完善的风险预警机制。
This study takes the relevant policy texts of eight private education classification management as the analysis object.Based on Hood's"NATO"policy tool,the article uses the item coding,tool classification and content analysis as research clues to classify the current private education in China.The management policy texts are analyzed and summarized.The study found that the policy text presents the characteristics of information hub foresight,legal authority,differentiation of fiscal and taxation methods,organizational synergy,and common governance.However,there are also problems of incomplete policy chain.On the one hand,there is a lack of policy implementation assessment;on the other hand,there is a lack of a sound risk warning mechanism.
