河北省政策性农业保险经营主体市场准入与动态考评制度研究

Research on Market Access and Dynamic Evaluation System of Policy Agricultural Insurance Entities in Hebei Province

党中央国务院高度重视农业保险发展,将农业保险列为实施乡村振兴战略的"农业支持保护手段"。河北省政策性农业保险试点工作经过12年的高速发展,在助力乡村振兴战略、推动地方经济发展、分散农户生产风险等方面发挥了重要作用。但是,随着现代农业的发展,农业保险也迫切需要转型升级,步入高质量发展阶段,农业保险经营主体的选择显得尤为重要。笔者在对河北省政策性农业保险经营主体充分调研和全面沟通的基础上,系统研究了河北省政策性农业保险经营主体市场准入和动态考评制度,以期遴选实力雄厚、经验丰富、网络齐全、服务优良的保险公司提供农业保险承保理赔服务,规范农业保险市场秩序,营造低成本的营商环境,促进农业保险高质量发展,助推乡村振兴等国家重大战略的实施。

The Party Central Committee and the State Council attach great importance to the development of agricultural insurance, which is expressed as the"means of agricultural support and protection"to implement the strategy of Rural Revitalization. After rapid development and expansion during the past 12 years, the pilot project by policy agricultural insurance in Hebei Province has played an important role in promoting Rural Revitalization Strategy, with local economic development and risk deduction of farmers. However, with the development of modern agriculture, agricultural insurance also needs transformation, entering the stage of high-quality development, the choice of agricultural insurance entities is critical. On the basis of full investigation and comprehensive communication with policy agricultural insurance entities in Hebei Province, we systematically study the market access and dynamic evaluation system of policy agricultural insurance entities in Hebei Province. With the purpose of selecting insurance companies with capability, experience and network for better underwriting service and settlement services, our study contributes to standardizing the agricultural insurance market order, creating a low-cost business environment, promoting the implementation of major national strategies, such as the strategy of Rural Revitalization.
