工民建施工技术管理存在的问题主要包括技术管理组织体系不完善,技术管理制度体系不完善,监督管理不当。很多建筑施工单位没有设立一套完整、严格的制度体系,很多制度体系与工程项目的实际情况严重不符,导致安全措施管理混乱。无论是管理者还是施工者,都没有按照规章制度和操作规程来进行施工,规章制度更是形同摆设,施工者没有执行监督者定下来的标准,这是导致工程质量下降的直接原因。提出了加强工民建施工技术管理的具体措施。
