基于DEA-熵权TOPSIS法的四川省医院运行效率优化决策研究

Research on Optimization Decision of Sichuan Hospital Operational Efficiency Based on DEA-Entropy Weight TOPSIS Method

目的:分析和评价2017年四川省医院卫生资源配置与利用情况,提出改善医院运行效率的决策方案,为政策制定提供参考。方法:首先选择数据包络分析法中无导向SBM模型测算四川省医院的综合、技术与规模效率,其次基于效率测算值及决策目标构建备选方案,最后引入炳权TOPSIS法对各备选方案松弛改进量进行评价与排序。结果:2017年全省医院综合效率相对有效的仅有4个市(州),占比19.05%;纯技术效率共计12个市(州)DEA相对有效,情况良好;规模效率与综合效率分布一致,相对无效的市(州)占比80.95%,熵权TOPSIS法排序显示内江市、达州市可作为决策者考虑的优选方案。结论:四川省各市(州)医院总体运行效率有待优化,规模效率亟需改进,区域间差异明显,政府卫生部门应优先改善内江市与达州市医院资源配置及利用,从而提升全省相对效率。

Objective:To analyze and evaluate the allocation and utilization of health resources in hosp让als in Sichuan province in 2017,so as to propose a decision-making plan to improve the operational efficiency of hospitals and provide reference for policy formulation.Methods:Firstly,the unconstrained SBM model in Data Envelopment Analysis was used to measure the combined,technical and scale efficiency of hospitals in Sichuan.Secondly,based on the efficiency measurement values and decision objectives,the alternatives were constructed.Finally,the entropy weight Topsis method was introduced to evaluate and rank the laxation improvement of each alternative.Results:In 2017,only four cities(states)were more effective in the combined efficiency of hospitals in the province,accounting for 19.05%;the total technical efficiency of 12 cities(states)DEA was relatively effective and in good condition;the scale efficiency was consistent with the overall efficiency distribution,and the relatively ineffective city(state)accounted for 80.95%.The entropy weight topsis ranking showed Neijiang and Dazhou City can be considered as a preferred option for decision makers.Conclusion:The overall operational efficiency of hospitals in various cities(states)needs to be optimized,the scale efficiency needs to be improved,and the regional differences are obvious in Sichuan.The government health department should give priority to improve the resource allocation and utilization in hospitals of Neijiang and Dazhou city,so as to improve the relative efficiency of the province.
