人民币国际化赋能全球金融治理改革的思考

Thoughts on Global Financial Governance Reform Promoted by Internationalization of RMB

2008年国际金融危机爆发后,全球经济逐渐步入复苏轨道,但全球金融治理体系的弊端依然存在,给全球经济金融发展带来极大的不确定性。人民币国际化是中国扩大对外开放、构建人类命运共同体的创新性设计,也是赋能现行国际货币体系改革、建立多元储备货币体系的中国方案。人民币国际化有助于打破美元"一家独大"局面,推动IMF份额改革,削弱美国货币政策的负面溢出效应,满足全球经济社会发展的投融资需求。对此,需要深化供给侧结构性改革、对接"一带一路"部署、依托亚投行等国际性多边机构、构建全球治理稳定框架,不断推进人民币国际化进程,推动创造稳定的国际货币环境,维护中国乃至广大发展中国家的利益。

Since the outbreak of the international financial crisis in 2008,the global economy has gradually been recovering.However the drawbacks of the global financial governance system remain,bringing great uncertainty to the growth of the global economy and finance.The internationalization of RMB is an innovative design for China to expand its opening up to the outside world and to build a community of shared future for mankind as well as a Chinese solution to transform the current international monetary system and establish a multi-currency reserve system.The internationalization of RMB will help break the monopoly of U.S.dollar,promote the reform of the IMF’s quota,minimize the negative spillover effect of U.S.monetary policy,and meet the investment and financing needs of global economic and social development.To this end,it is necessary to deepen the supply-side structural reforms,synergize the deployment of the "One Belt And One Road",build a stable framework for global governance together with the Asian Infrastructure Investment Bank and other international and multilateral institutions,continue to promote the internationalization of the RMB and the creation of a stable international monetary environment to maintain the interests of China and other developing countries.
