摘要
随着我国政府职能转变改革的深入,如何优化监管模式,提高监管的效率和效果一直是政府和学术界关注的热点问题,从“简政放权”到“双随机、一公开”(以下简称双随机)再到“社会共治”,监管已经从政府一元监管向多元共治过渡,然而如何将以上监管思想落地,是目前亟待解决的问题。本文以特种设备安全管为研究对象,综合运用系统层次灰关联的方法、多中心治理理论,对特种设备安全监管模式进行优化,并给出新监管模式的具体实施方案,为特种设备安全监管提供依据,也为其他公共安全领域的监管提供参考。
As the deepening of government functions,how to optimize the regulatory model,to Improve regulatory efficiency had become the hot issue of researchers.From Simplified decentralization to Double random regulation and social governance,the regulation has gone from government regulation to multilateral governance.However,how to achieve the transition of the regulatory model and establish a pattern of multi-elemental co・governance is a problem that needs to be solved urgently.This paper takes the special equipment safety regulation as the research object.And system level gray correlation analysis,multi-center governance theory are applied to optimize the safety regulation mode of special equipment based on the characteristics and status quo of special equipment safety.Finally,the specific implementation of the model is given.It would be the basis for the safety supervision of special equipment,and provide reference for the supervision of other public safety fields.
