我国内陆自由贸易区向自由贸易港升级发展对策研究

Development and Updating from An Inland Free Trade Zone to A Free Trade Port

建设自由贸易试验区是党中央在新时代推进改革开放的一项战略举措。基于自由贸易试验区的先进经验和制度成果,十九大报告提出了“赋予自由贸易试验区更大改革自主权,探索建设自由贸易港”。内陆自由贸易港是我国自由贸易港网络必不可少的组成部分,应广泛借鉴国际先进经验,充分理解中央建设自由贸易港的初心,以自由为核心、物流为关键、产业为支撑、服务为根本、政策为指引、法律为保障,通过积极培育优势产业和新型业态、加强片区之间协同与联动、加快制度创新及完善风险防范机制,探索建设可持续发展的内陆自由贸易港。

To promote the reform and opening-up in the new era,the Party Central Committee has made arrangements to build a free trade zone.Based on the advanced experiences and institutional achievements of free trade zones,the reports of the 19th National Congress of the Communist Party of China have been put forward to endow reform with more decision-making power to explore the establishment of free trade ports.Inland free trade ports are indispensable to build connectivity in China’s free trade zones.The government should have a full understanding of the beginner’s mind and use advanced foreign experience for reference.It should be recognized that for establishment of free trade ports,freedom is the core factor,and logistics are the key.Industry is the supporting element,and service is the fundamental.In addition,policy should be treated as guidelines,and law should be the guarantee.To expedite the exploitation of sustainable inland free trade ports,it is necessary to actively cultivate industry advantages,enhance collaboration among different districts,accelerate innovative institutions,and perfect the risk control mechanism.
