摘要
本文以兰州市榆中县为例,首先基于ArcGIS空间分析测算以榆中县各乡镇为定级单元划分土地级别,作为宏观把控、平衡各乡镇级别的依据。然后采用网格单元的多因素综合评价法从微观层面划分土地级别。研究结果表明:(1)基于ArcGIS空间分析测算的结果,可作为各乡镇中心所在区域定级结果宏观平衡、把控的依据,基于网格单元的多因素综合评价结果可从微观层面具体定级;(2)集体建设用地定级程序和因素因子的选择与城镇国有建设用地定级有许多相同之处,但集体建设用地有自身的特点,定级因素因子的选择与定级过程应结合当地实际认真确定;(3)级别界线的确定应结合行政村界线。同一行政村内的集体建设用地确实有明显差异,应打破行政村界线。同时,榆中县兴隆山为国家级自然保护区,应不参与本次定级工作;(4)各乡镇应抓紧制订城镇基准地价。
Taking Yuzhong County as an example,firstly based on ArcGIS spatial analysis and calculation,each township in Yuzhong County is taken as a grading unit to divide land level.The results can be the basis for macro control and balance of each township level.Then the multi-factor comprehensive evaluation method of grid cell is used to divide land level from micro level.The research results show that:⑴Based on the ArcGIS spatial analysis and calculation results,it can be used as the basis for macro balance and control of grading results of each township center.The results of multi-factor comprehensive evaluation based on grid cells can be classified from micro level.⑵There are a lot of the same between collective construction land and state-owned construction land procedures and factors,but the collective construction land has its own characteristics,the selection of grading factors and the grading process should be carefully determined according to local conditions.⑶Determination of level boundaries should combined with the administrative village boundaries.The collective construction land in the same administrative village has obvious difference indeed,should break the administrative village boundary.Meanwhile,xinglong mountain of yuzhong county as a national nature reserve,should not participate in the grading work.⑷Every town should work out the urban base land price.
