基于县级尺度的生态保护红线划定方法与实践——以吉林省大安市为例

The Technical Method and Key Issues of the Delimitation of Ecological Protection Red Line at County Scale——A Case Study of Daan City, Jilin Province

生态保护红线是我国以生态系统的完整性和连通性为目的的用以维护国家和区域生态安全的底线。首先,本文通过生境质量和生境稀缺性公式对生态系统服务功能进行评价,并针对生态保护红线划定技术方法等关键问题进行探讨。然后,以吉林省大安市为示范区,在“上下结合、统筹兼顾”原则指导下探讨了县级尺度生态保护红线划定技术方案。最终,结合大安市的实际情况,划定该县生态保护红线区域面积为1067.8km2,占大安市国土面积21.8%。经实地复核与调查,本文提出的红线划定范围和大小基本符合本地经济、社会发展和生态保护需要。县级尺度在我国生态红线划定中起到承上启下的作用,是生态保护红线划定的基本单元。对县级尺度生态红线划定方法的探讨为省级和国家级生态保护红线方案的确定打下基础。

The ecological protection red line is the base line to maintain the national and regional ecological security with the aim of the integrity and connectivity of the ecosystem in China.Firstly,the ecosystem service function was evaluated by the formulas of habitat quality and habitat scarcity,and the key issues of the delineation of ecological protection red line were discussed.Then,taking Daan City as a demonstration area,the technical solutions of the delimitation of ecological protection red line at county scale under the"combination with up and down"principle were explored.Finally,the area of ecological protection red line was designated as about 1067.8km2,accounting for 21.8%of Daan City land area combined with Daan City actual situations.The scope and location of the proposed red line is in line with local economic,social development and ecological protection needs after review and investigation.Ecological red line delineation at county scale plays a role in connecting in our country and it's the minimum basic unit delineated by the red line of ecological protection.The discussion on the delineation of ecological red lines at the county scale will lay the foundation for the final mapping of provincial and national ecological protection red lines.
