The Logic of Relationship between “System” and “Governance” in the Modernization of National Governance

制度与治理是国家治理现代化中的两个核心关键词。把握了这两个关键词的关系,就是把握了国家治理现代化的理论逻辑和实践逻辑。推进国家治理现代化,要求精准把握"制""治"关系逻辑,既要保持制度优势又要超越制度优势,既要重视治理效能又要超越治理效能,实现制度优势向"善制"的转换、治理效能向"善治"的转换,并且将"善制"与"善治"结合起来,以"善制"推动"善治",又以"善治"促进"善制",进而实现"更好的制度"和"更好的治理"的有机联动,从而在根本上保证国家治理现代化目标的成功实现。

System and governance are two key words in the modernization of national governance. Having grasped the relationship between the two key words equates with having grasped the theoretical logic and practical logic of the modernization of national governance. To promote the modernization of national governance,we must accurately grasp the logic of relationship between"system"and"governance"; we should not only maintain institutional advantages but also surpass them; we should not only attach importance to governance effectiveness but also go beyond it so as to realize the transformation from institutional advantages to "good governance"and governance effectiveness to "good governance". In addition,we should combine "good system"with "good governance"to promote"good governance"with"good system"and improve"good system"by"good governance"so as to realize the organic connection between "better system"and "better governance",thus fundamentally ensuring the successful realization of the goal of modernizing national governance.
