新中国成立前后陈云经济思想的发展脉络——基于从组建中财委到领导统一财政经济工作的考察

The development of Chen Yun’s economic thoughts before and after the founding of New China

对于新中国成立前后的经济工作,陈云强调首先要保障解放战争的需要,然后要维护新解放区,特别是大城市的经济、金融、物价的稳定。面对全国即将解放的局面,陈云提出要将财政经济的统一管理作为国民经济恢复的抓手,以求实现全国的财政平衡,同时加强全国经济和市场管理的计划性。随着广大城市的陆续解放,陈云认为经济工作的重心需要适当地向城市和工业倾斜。这一时期的陈云,已经初步形成了国情论、国力论和综合平衡的经济思想。

For the economic work before and after the founding of New China,Chen Yun emphasized that the need for the war of liberation should first be guaranteed,and then the economic,financial and price stability of the new liberated areas,especially the big cities,should be maintained.Facing the upcoming liberation of the whole country,Chen Yun proposed to regard the unified management of the financial and economy as the starting point for the recovery of the national economy to achieve the national fiscal balance and to strengthen the planning of the national economy and market management.With the liberation of vast cities across the country,Chen Yun believes that the focus of economic work should also be appropriately inclined to cities and industries.In this period,Chen Yun has initially formed the theory of national sentiment,national power and comprehensive balance.
