上海科技成果转移转化应当构建兼顾“快速转化+交易规模”的工作理念。在专利转移政策体系局部优化空间有限的前提下,聚焦区域创新体系建设,加强“环高校院所知识经济圈”建设和特色大学科技园建设,巩固和扩大市场规模%针对技术熟化度高的科技成果,鼓励高校院所取消或简化商务谈判,“先技术转化、后收益分享”,允许企业先试后买或实施期权许可,制定满足不同技术需求的格式条款合同,推进科技成果“快速转化”。

Shanghai’s transformation of scientific and technological achievements should be based on the working concept of "fast transformation+transaction scale". On the premise of limited space for partial optimization of the patent transfer policy system,focus on the construction of regional innovation system,strengthen the construction of "knowledge economic circle around universities/institutes" and the construction of characteristic university science park,and consolidate and expand the market scale.In view of scientific and technological achievements with high technological maturity,colleges and universities are encouraged to cancel or simplify business negotiations,"technology transformation first, profit sharing later", allowing enterprises to buy or implement option licenses after testing first,formulating format terms and contracts to meet different technological needs,and promoting "rapid transformation" of scientific and technological achievements.
