摘要
解决网络外卖食品安全问题,要在社会共治理念和全产业链监管理念的大框架下,以追责惩治、声誉激励为加强监管的两条主线和直接目标,以快速检测技术、电子追溯与大数据技术、冷链包装技术等关键技术为硬件支撑,建立起立法监管制度、登记备案制度、信用评价制度、可追溯制度、神秘买家制度、吹哨人制度等为主的制度体系,构建政府监管、市场激励、消费者与新媒体监督、第三方机构检测与认证认可、内部人员检举、行业自律等六位一体的大治理格局,最终实现保障网络外卖食品安全的目的。
To solve the safety problem of online takeaway food,under the framework of the concept of Social Co-governance and the concept of supervision of the whole industrial chain,the two main lines and direct objectives of strengthening supervision are accountability and punishment and reputation incentive,and the hardware support is key technologies such as rapid detection technology,electronic traceability and big data technology,cold chain packaging technology,etc.We have set up a legislative supervision system,a registration and filing system,a credit evaluation system,a traceability system,a mystery buyer system,a whistle blower system and other major systems. We have also set up a six-in-one governance structure that includes government supervision,market incentives,consumer and new media supervision,third-party organization testing and accreditation,insider reporting,and industry self-discipline. We have finally achieved the goal of ensuring the safety of online takeout food.
