Economic Growth Difference, Trade Deficit and China’s Coping Strategies——Deep Analysis Based on the Perspective of Sino-US Trade Friction

中美贸易摩擦从表面上看是由于中美两国之间的贸易逆差所引发,但是实际上与两国经济发展水平和经济结构的差异以及以美元为核心的国际货币体系和全球价值链的形成密不可分。美国试图以此遏制中国的快速崛起和人民币的国际化进程,达到维护单一美元体系的目的。当前在我国外部环境复杂严峻的形势下,为了实现"扩内需"和"调结构"的政策目标,我国政府应当以保障人民币兑美元汇率稳定为基本前提,同时实施以结构性减税的积极财政政策为主,稳健的货币政策为辅的应对策略。

The China-US trade frictions are apparently caused by the huge trade deficit between the two countries,but in fact,it is inseparable from the differences in economic development level and economic structure between the two countries,and the formation of the international monetary system with the US dollar as the core and the global value chain.In essence,the trade war tries to contain rapid rise of China and the process of RMB internationalization,furthermore,in order to maintain the single dollar system,and is a direct reflection of specific tactical arrangements of US administration’s overall strategic objectives.At present,to achieve the policy objectives of"expanding domestic demand"and"adjusting structure"under the complex and severe external environment of our country,it suggests that on the basis of guaranteeing the stability of the exchange rate of RMB against US dollar,our government should implement the strategies that center on positive fiscal policy of structural tax reduction,and meanwhile supported by steady monetary policy.
