湘南深度贫困区贫困退出机制的评价体系研究——基于郴州连片特困区脱贫实践

A Study on the Evaluation System of Poverty Withdrawal Mechanism in Deep Poverty Areas of Southern Hunan: Based on the Practice of Poverty Alleviation in Chenzhou Contiguous Poor Areas

全面建设小康社会背景下,湘南深度贫困区贫困退出步伐加快,脱贫成效显著。但在贫困退出评价体系上存在评价主体模糊,评价标准抽象,进而影响乡村秩序等问题。底层群众缺乏主动性与热情,贫困退出评价标准模式化,评价主体角色失位都是影响贫困退出评价体系有效性的因素。依据在湘南贫困村寨的社会调查资料,构建"扶贫主体评估+参与式评估+第三方评估"的贫困评价体系有助于解决贫困退出过程中出现的多重问题。

Under the background of building a well-off society in an all-round way, the pace of poverty withdrawal in the deep poverty areas in southern Hunan has been accelerated and remarkable achievements have been made in poverty alleviation. However, there are some problems in the evaluation system,such as the ambiguity of the evaluation subject and the abstraction of the evaluation criteria,which further affect the rural order.The lack of initiative and enthusiasm of the people at the bottom,the formalization of the evaluation criteria for poverty exit,and the loss of the role of the evaluation subject are all factors that affect the effectiveness of the evaluation system for poverty exit. According to the social survey data in the poverty-stricken villages in southern Hunan,the establishment of the poverty evaluation system of "poverty alleviation subject evaluation + participatory evaluation + third-party evaluation" is helpful to solve the multiple problems in the process of poverty withdrawal.
