科技情报与科技智库的研究资料收集与处理机制对比分析

A Comparative Study of Research Materials Collecting and Processing Mechanism Between Traditional S&T Intelligence Agencies and S&T Think Tanks

[目的/意义]近年来情报机构与智库的界限日渐模糊,向智库转型者也较多;但转型前后研究成果却相差不大。[方法/过程]从科技情报与科技智库研究成果入手,通过网络和文献调研、案例分析,对二者研究资料的收集和处理机制进行对比,归纳科技情报和科技智库生产思想成果的工作线索。[结果/结论]机构应明确自身和成果定位,构建合适的研究框架;决策者应根据决策需要,恰当选择情报或智库产品;国家则需平衡两者的发展。

[Purpose/significance]In recent years,the demarcation line between traditional intelligence agencies and think tanks have become increasingly blurred,and lots of intelligence agencies would like to transform into think tanks.However,to run and construct a new organization is a confusing problem after the transformation.[Method/process]Using network and literature research,case study,taking traditional S&T intelligence agencies and S&T think tanks as examples,this paper makes a comparative analysis between their research materials collecting and processing mechanism and identifies the similarities and differences.[Result/conclusion]Institutions should define their own orientations,and standardize their work processes;decision makers should select subject-entrusted institutions according to their needs;and the state should balance the development of both.
