党的“十九大”报告在论述新时代我国社会主要矛盾转化的同时,提出“两个没有变”重要论断,这一思想源于社会主义建设初期的探索,党的“十三大”系统阐述,之后不断得以丰富发展和深化完善。“两个没有变”重要论断是“变”与“不变”的辩证统一,新时代我国社会主义初级阶段的基本国情和国际地位都呈现出新的变化,但这种变化并非根本性的变化。“两个没有变”重要论断的提出具有重要意义,它是遵循人类社会发展规律,坚持社会主义初级阶段基本路线的理论依据;是科学制定发展战略规划,顺利实现“两个百年”奋斗目标的现实依据;是正确处理国与国之间关系,承担与我国能力和地位相符合的国际责任以及履行相应国际义务的客观依据。

While discussing the transformation of China's present social principal contradictions in the new era,the report of the 19th National Congress of the Communist Party of China proposed the important conclusion of“two unchanged”,which originated from the exploration of the initial stage of socialist construction.After the systematic expositions of the 13th National Congress of the Communist Party of China,it has continuously enriched developments and deepen improvements.The important conclusion of“two unchanged”is the dialectical unity of“change”and“unchanged”.In the new era,the fundamental realities of county and international status of the primary stage of socialism in China have shown a new change,but this change is not a essential change.It is of great significance to propose the important conclusion of“two unchanged”.It is the theoretical basis for following the law of the development of human society and adhering to the basis line of the primary stage of socialism.It is the realistic basis of scientific formulation of development strategic planning and the smooth realization of the Two Centenary Goals.It is the objective basis for correctly handling state-to-state relations,undertaking international responsibilities consistent with China's capabilities and status,and fulfilling corresponding international obligations.
