The non sovereign status of cyberspace and its unique attributes make the governance of this public domain unprecedented controversial. At present, the governance model of cyberspace is represented by multilateral model and multi stakeholder model. The key to the governance of cyberspace is the illegal behaviors, sovereignty, freedom of speech and information.
