Retrospect and Prospect of 70 Years’ Marine Finance Policy of New China

本文对新中国成立70年来海洋金融的相关政策进行了梳理,指出海洋金融政策大致经历了拓荒时期、成型和发展时期以及深化时期等阶段,分析了各阶段海洋金融政策的变迁特征。并从鼓励创新涉海保险产品、支持建立专营涉海金融的政策性金融机构、支持发展绿色海洋金融、加强政策性银行向海洋产业倾斜等方面对我国海洋金融政策的制定进行了展望。

This paper summarizes 70 years’related policies of marine finance since the founding of New China,pointing out that marine financial policies have roughly gone through such stages as pioneering,shaping and developing,and deepening.It also analyzes the changing characteristics of marine financial policies at each stage.Furthermore,it makes a prospect on the formulation of China’s marine financial policies from the following aspects:encouraging the innovation of marinerelated insurance products,supporting the establishment of policy-oriented financial institutions specializing in marinerelated finance,supporting the development of green marine finance,and strengthening the policy banks’preference for the marine industry.
