Exploration of the CPC on the Committee System During the Early Days(1921-1935)

委员会制是中国共产党领导体制的重要内容。中共早期对委员会制的实践探索充分说明了真正的委员会制既要反对个人专权,也要反对权力分散。要做到这两点,一方面要有完备精良的干部队伍;另一方面要有从委员会的产生到运作形成一套完善的制度体系。但是囿于所处的残酷的斗争环境,中共早期无论是干部队伍还是配套制度都存在诸多不足。

Committee system is an important part of the CPC leading system.The early practical exploration of the CPC on the committee system fully shows a real committee must oppose to individual autocracy and disperse power.To achieve these two points,on the one hand,we must have a well-equipped team of cadres;on the other hand,we must have a complete institutional system from the production to the operation of the committee.However,in the early days of the CPC when it was in a cruel fighting environment,there were many shortcomings in both the cadre team and the supporting system.
