精准扶贫对贫困地区内生发展的推动——以川西藏区M市28个村为观察样本

Has Precise Poverty Alleviation Promoted Endogenous Development in Poor Areas——Taking 28 villages in M city of Sichuan-Tibet district as observation samples

“内源动力”是摆脱贫困的内因,贫困地区的内生发展和贫困人口的内生动力是精准脱贫的决定因素,精准扶贫方略是为了能够更好地激发贫困区及贫困人口的内生发展而推进实施的。川西藏区M市的精准扶贫实践在一定程度上为地区内生发展提供了基础和条件,但仍然存在着对村庄自主性和村民自主性的挤压。在未来的发展中,要从人才、产业、村庄共同体以及村民主体性等方面探索该地区能够迈向内生发展的更多可能性和条件,激发村庄和村民内生发展的动力,推动贫困地区可持续发展。

“Endogenous power”is the internal cause of getting rid of poverty.Endogenous development in poverty-stricken areas and endogenous power of poverty-stricken people are the determinants of precise poverty alleviation.The precise poverty alleviation strategy is implemented in order to better stimulate the endogenous development of poverty-stricken areas and people.The practice of precise poverty alleviation in M city of Sichuan-Tibet region provides the basis and conditions for the endogenous development of the region to a certain extent,but there is still a squeeze on the autonomy of villages and villagers.In the future,we should explore more possibilities and conditions for endogenous development of the region from the perspectives of talents,industry,village community and village democracy,stimulate the motive force of endogenous development of villages and villagers,and promote the sustainable development of poverty-stricken areas.
