An Estimating Method of the Total Emissions in Emissions Trading Market

文章基于尊重现实、兼顾未来的原则,采用2010年污染源普查动态更新数据库污染物普查排放量和有效的排污许可证所载明的污染物许可排放量进行合集的认可现实法作为测算投放总量的方法,并结合山西省排污权交易的实践,说明了在无法准确获取区域环境容量的情况下,通过认可现实法确定的投放总量能为排污权交易工作的开展确定可交易排污权的底数,有助于维持排污权的供需平衡,有利于排污权交易市场健康有序的发展。

Based on the principle of considering the reality and the future,this paper applies the acknowledging reality method,which combines pollutant census emissions of dynamic update database in 2010 and the emissions in the valid pollutants with the discharge permit,to estimate the total emissions.Taking the emissions trading practice in Shanxi Province as an example,the result shows that under the circumstance of lacking the accurate environmental capacity,the total emissions could be estimated by the acknowledging reality method which can determine the tradable emissions for the development of emissions trading and help to maintain the balance between supply and demand of emissions,in order to guarantee the healthy and orderly development of emissions trading market.
