中国近海油气设施经过几十年的运营,即将迎来第一次大规模退役。退役压力不断增大的同时,我国法律制度的供给缺失进一步凸显。英国自《2016能源法案》《2015基础设施法案》颁布以来,近海油气设施退役战略更加完善,近海油气设施退役取得了良好的成效。中国近海油气设施退役存在法律供给不足、管理部门缺失、既有制度实效较差等问题。英国近海油气设施退役战略管理制度对中国问题的解决具有启发意义。

After decades of operation,China’s offshore oil and gas facilities are going to decommission in the first large-scale.At the same time,the pressure for decommissioning is increasing,the lack of supply of China’s legal system has become more prominent.Since the enactment of the Energy Act 2016 and the Infrastructure Act 2015 in the U.K.,the decommissioning strategy of offshore oil and gas facilities has been improved,also,the decommissioning of offshore oil and gas facilities has achieved good results.The decommissioning of offshore oil and gas facilities in China has problems such as insufficient legal supply,lack of management departments,poor effectiveness of existing systems,etc.Therefore,the strategic management system for the decommissioning of offshore oil and gas facilities in the U.K.has enlightening significance to the solution of China’s problems.
