宅基地“三权分置”政策实施后农户福利变化

Changes in Farmers’ Welfare after the Implementation of the Policy of "Separation of Three Rights" of Homestead

基于甘肃省陇西县问卷调研,根据阿马蒂亚·森"可行能力"框架下福利理论,构建农户参与宅基地三权分置政策以后的福利测量指标体系,并使用模糊数学计算政策实施以后福利值水平。研究结果表明:参与这项政策的农户家庭,总体福利水平得到提升,尤其在经济状况方面(0.701),符合"资源变资产,增加农民财产性收入"的政策初衷。但是农户的失业保障、就业机会评价值低于0.5。结论:(1)政策的实施对于农户整体福利的提升是有益的,将其推向全国实行有其可行性;(2)目前的政策落实与法律建设方面有矛盾,如果这一政策最终无法上升至法律层面,未来风险不可控,最终将导致政府威信受损。

Based on the questionnaire investigation in Longxi County of Gansu Province,according to the welfare theory under the framework of Amartya Sen’s"feasible capability",this paper constructs the index system of welfare measurement after the participation of farmers in the policy of"Separation of Three Rights"of homestead,and calculates the level of welfare value after the implementation of the policy by using fuzzy mathematics.The results show that the overall welfare level of the participation of farmers in this policy has been improved,especially in economic conditions(0.701),which is achieving the original intention of the policy of"transforming resources into assets and increasing farmers’income from properties".However,the evaluation of unemployment insurance and employment opportunities of farmers are respectively less than 0.5.In conclusion:(1)The implementation of the policy is beneficial to the improvement of farmers’overall welfare,so it is feasible to spread to the whole country;(2)There are conflicts between the policy implementation and law construction,if this policy cannot be raised to the legal level eventually,the future risks will be uncontrollable,which will ultimately lead to the loss of the government’s prestige.
