地方公益性地质调查队伍业务转型发展新路径

A New Approach for Transformation and Development of Local Public Geological Survey Teams

新形势下,地方公益性队伍业务转型是必然趋势,但各省地调院存在区域间发展不平衡、分类改革不彻底、业务能力单一、信息技术落后、技术水平有待提升等问题。文章重点针对地方公益性队伍业务转型提出八个方面建议:(1)地质找矿向清洁能源、关键矿产转变;(2)服务国家重大战略,与省级政府重要工作融合;(3)支撑自然资源管理和生态文明建设;(4)推进城市地质工作;(5)服务土地利用规划;(6)发展民生地质,实施防灾减灾;(7)向数据信息化、服务多元化转变;(8)积极开展境外地质工作。

Under the new situation,the business transformation of local public survey teams is an inevitable trend,but there are some problems in provincial geological survey institutes,including inter-regional development is unbalanced,classified reform is incomplete,operational capacity is unitary,information technology is backward,and the level of technology needs to be improved.The paper puts forward eight suggestions on the business transformation of local public survey teams as follows:(1)The geological exploration turns to prospect clean energy and crucial minerals;(2)Serving the major national strategical arrangement and co-operating with the important work of provincial governments;(3)Supporting the management of natural resources and the construction of ecological civilization;(4)Promoting urban geological work;(5)Serving land use planning;(6)Developing livelihood geology and implementing disaster prevention and mitigation;(7)Transferring to data informationization and service diversification;(8)Actively carrying out overseas geological work.
