全媒体场域下民众监督的多维机制探索

移动互联网技术的高速发展,使得信息传递与交流方式都呈现深度的多元化与丰富化,当前正在经历一个由媒介变革所引领的全媒体时代。这些具有超强时效性、互动性和开放性的媒介载体,拓展了个体多角度参与公共生活和民主监督的方式,形成了全媒体场域下民众监督的全新格局。但实践中积极理性监督方式缺失与"多数人的暴力"相对弱化了民众监督的效能。为此,需要主动适应全媒体时代的社会变革,不断推动媒体融合,进一步以价值共识为依托加强积极理性个体培育机制,以主体良性互动为依托创新民众监督平衡机制,以制度规范为依托完善民众监督保障机制,三位一体着力提升民众监督的实效性。

With the rapid development of mobile Internet technology,the ways of information transmission and communication are deeply diversified and enriched.At present,it is experiencing an all-media era led by media changes.These media carriers with super timeliness,interaction and openness have expanded the way of individual participation in public life and democratic supervision from multiple perspectives,and formed a new pattern of public supervision in the field of the whole media.However,in practice,the lack of positive and rational supervision mode and the "violence of the majority" weaken the effectiveness of public supervision.Therefore,We need to take the initiative to adapt to the social changes in the era of all-media and constantly promote media convergence.We should further strengthen the mechanism of cultivating positive and rational individuals based on value consensus,innovate the mechanism of balancing public supervision by virtue of benign interaction of subjects,and improve the mechanism of public supervision and guarantee by virtue of system norms to enhance the effectiveness of public supervision.
