非对称压力下低碳环境友好技术企业采纳的条件与策略研究 被引量:1

摘要 低碳环境友好技术(LCEFT)转移扩散对于全人类应对和适应气候变化具有重要意义。针对LCEFT扩散难和减排责任公平性的问题,立足于混合碳减排机制下的市场环境,论文采纳企业作为主要研究对象,分析非对称减排压力下企业采纳LCEFT的条件与策略,并通过Matlab模拟仿真分析了LCEFT市场价值、投机概率、初始碳权和碳税税率等参数对于企业采纳决策的影响机理。研究结果表明:技术收益与政府补贴激励以及减排收益之和大于采纳成本与对方投机带来的损益之和是企业采纳LCEFT的必要条件。实施混合碳减排机制能够有效促进LCEFT扩散,但需满足以下条件:配置的初始碳权应控制在较低水平,但不能影响企业正常生产经营和竞争力;同时,控制碳交易市场整体配额使其与国家总减排目标保持一致;另外,政府补贴水平应与碳减排量直接挂钩。 Low carbon environmental friendly technology(LCEFT)transfer and diffusion is of great significance for all human beings to address and adapt to climate change.To deal with the difficulty in LCEFT innovative diffusion and equality of emission reduction responsibility,this paper takes the adoption enterprise as the research object under the market background of mixed carbon emission reduction mechanism to analyze the conditions and strategies for enterprise to adopt LCEFT under the asymmetric emission reduction pressure.Matlab is used to simulate the effects of coefficients such as LCEFT market value,speculation possibility,initial carbon weight and carbon tax rate on the decision making of adoption enterprises.Research results show that the prerequisite for enterprise to adopt LCEFT is the sum of technological gains,government subsidy and emission reduction benefit is larger than the sum of adoption cost and gambling loss.A combination of mixed carbon emission reduction mechanism can effectively facilitate LCEFT innovative diffusion under the conditions that the initial carbon weight proportion should be controlled at a relatively low level without affecting the regular production and operation of enterprises;meanwhile,the overall quota of carbon market should be in line with national emission reduction goal;in addition,government subsidy should be directly related to carbon emission reduction.
