摘要
以生态文明建设耗费的人力、财力、资产为投入指标,以经济生态化、空间绿色化、生态产业化、资源集约化、环境健康化、社会福祉化为产出指标,运用DEA视窗分析模型和灰色系统方程对2009—2017年河南省生态文明建设效率时空演变及其影响因素进行研究。结果显示:(1)河南省生态文明建设效率以2013年为分界线呈现两个波段逐年下滑的演化态势,并呈现"中部凹陷"的空间分布特征。(2)生态文明建设水平低下是制约河南省生态文明建设效率提升的主要原因;创新驱动是北部、中部和西部片区生态文明建设效率提升的核心驱动因素,是东部片区的首要制约因素;产业结构对四个片区均起到制约作用;人口素质对北部、东部和中部片区起到阻碍作用。
Taking the manpower,financial resources and assets consumed in the construction of ecological civilization as input indicators,taking economic ecology,spatial greening,ecological industrialization,resource intensive,environmental health and social well-being as output indicators,this paper uses DEA window analysis model and grey system equation to study the spatial and temporal evolution of the ecological civilization construction efficiency and its influencing factors in Henan Province from 2009 to 2017.The results show that:(1)The efficiency of ecological civilization construction in Henan Province is declining year by year in two bands with the dividing line of 2013,and presents the spatial distribution characteristics of"central depression".(2)The low level of ecological civilization construction is the main reason that restricts the improvement of the efficiency of ecological civilization construction in Henan Province.Innovation driving is the core driving factor for the improvement of the efficiency of ecological civilization construction in the northern,central and western regions,and the primary restricting factor in the eastern region.Industrial structure plays a restrictive role in the four regions.Population quality plays a hindrance role in the northern,eastern and central regions.
