环境规制下城市绿色创新效率演变研究——以西安市为例

Evolution of Urban Green Innovation Efficiency under Environmental Regulations:A Case Study of Xi’an

为探究环境规制下城市绿色创新效率的合理测度方式,分析环境规制下城市绿色创新效率的演变规律,并以此提出合理的政策建议,作者通过探寻切合城市发展实际情况的指标体系,将城市绿色创新过程分解为相互关联的创新链型子过程,构建考虑松弛变量的网络DEA模型,对城市绿色创新系统的整体效率及各子阶段的效率进行评价,并进行城市绿色创新效率演变研究。作者以西安市为例,进行环境规制下城市绿色创新效率演变分析,结果显示城市绿色创新过程可分为两阶段:科技创新和技术转化,西安市2006年、2009年、2017年处于绿色创新效率前沿面,其他年份均存在不同程度无效配置,科技研发效率已成为限制西安市环境规制下绿色创新效率的主要因素,技术转化、科技创新效率齐头并进才是最合理的绿色发展、创新发展之路。西安市应保持绿色创新政策不断改进以适应社会生产力的进步,同时应注重保持科技创新和技术转化的平衡,实现绿色创新效率的持续、稳定提升。

This paper aims to develop a method to measure the urban green innovation efficiency under environmental regulations,analyze the evolution rules of this efficiency,and make policy suggestions about how to reach the“win-win”situation for environmental protection and economic development.To create an index system suitable for the actual urban development,we divide the urban green innovation process into several interrelated stages,construct a network DEA model with slack variables,evaluate the overall efficiency and the efficiency of each stage.Taking Xi an as a case study,our research indicates that the process of urban green innovation can be divided into two stages:technological innovation and technological transformation.Xi an was at the forefront of green innovation efficiency in 2006,2009 and 2017 but not in other years.The efficiency of scientific and technological research and development has become a restriction of green innovation under environmental regulation in Xi an.Technological transformation and scientific innovation should develop concurrently.Xi an should keep improving its green innovation policy to adapt to the increasing social productivity,pay attention to the balance between scientific innovation and technological transformation,in order to achieve the continuous and stable improvement of green innovation efficiency.
