中国东部沿海城市群绿色发展效率评价及障碍因子分析 被引量:27

Green development efficiency evaluation and obstacle factor analysis of coastal city groups in East China

摘要 基于2007-2016年中国东部沿海四大城市群42个城市的面板数据,运用包含非期望产出的超效率SBM模型测算了城市群及各城市的绿色发展效率,借助障碍度模型测算了投入产出指标对各城市绿色发展效率的障碍度。结果显示:东部沿海城市群绿色发展综合效率水平由大到小依次为珠三角、长三角、京津冀以及山东半岛城市群,综合效率仅有珠三角城市群达到DEA有效,纯技术效率除山东半岛外其他城市群均达到DEA有效,规模效率四大城市群均未达到DEA有效;2011年和2016年绿色发展效率下降趋势明显,其它年份基本保持平稳;地区生产总值、第三产业贡献率和建成区绿化覆盖率三个期望产出指标是制约沿海城市群绿色发展效率提升的主要障碍因子;大型城市绿色发展效率受投入指标阻碍大,中小型城市受期望产出指标阻碍大。 Based on the panel data of 42 cities in four major coastal urban agglomerations in eastern China from 2007 to 2016,the green development efficiency of each city and urban agglomeration is estimated by using the Super-efficiency SBM Model with unexpected output indicators,and the obstacle degree of the input and output index to the green development efficiency of each city is calculated by using the Obstacle Degree Model.The results show that:The order of the overall green development efficiency level of the eastern coastal urban agglomerations is the Pearl River Delta Urban Agglomeration>the Yangtze River Delta Urban Agglomeration>the Beijing-Tianjin-Hebei Urban Agglomeration>the Shandong Peninsula Urban Agglomeration;The Pearl River Delta Urban Agglomeration is the only one achieves DEA efficiency in comprehensive efficiency;All urban agglomerations except the Shandong Peninsula Urban Agglomeration achieve DEA efficiency in pure technical efficiency,and none of the four major urban agglomerations achieves DEA efficiency in scale efficiency;The green development efficiency in 2011 and 2016 declines obviously,while it is relatively stable in other years;The three expected output indicators of GDP,contribution rate of third industry and green coverage ratio of urban areas are the main obstacles to the improvement of green development efficiency of coastal urban agglomerations;The green development efficiency of large cities is hindered by input indicators,while that of small and medium-sized cities is hindered by expected output indicators.
