邻避设施利益群众非理性抗争的心理感知——基于“挫折—侵犯”理论

Psychological perception of the irrational struggle of the people in the interests of the neighboring facilities:based on the theory of “frustration-aggression”

基于“挫折—侵犯”理论,以湖北省多个垃圾处理设施周围利益群众心理感知的调研数据为基础,实证分析了心理感知各要素间的关系及诸要素对非理性抗争参与的影响。结果显示:利益群众的环境、健康风险感知及公平感知显著影响其非理性抗争参与,且挫折感知在风险感知、公平感知—非理性抗争参与之间存在中介作用;利益群众的年龄、住所及家中是否有婴幼童等对其抗争参与存在一定的影响。据此,提出了以下对策:优化设施建设技术、强化设施运行监管,从而弱化利益群众的风险感知;加大选址、风险评估等决策信息公开的力度,强化利益群众参与,弱化其公平感知;构建畅通的利益表达机制,直面邻避设施周围利益群众的诉求,关注其负面情绪所带来的挫折感等。

Based on the Setback-attack Theory,and the survey of the interested people around several waste treatment facilities in Hubei Province,the relations among the elements of the interested mass’psychological perception and their influence on the conflict intention has been explored.The results showed that:The interested mass’risk and equity perception influenced their conflict intention remarkably;The interested mass’risk and equity perception also caused their frustration significantly,then strengthened their conflict intention;The interested public’s age,distance from the facilities and whether they have child or not make some difference.Therefore,the suggestions are put forward as follows:To strengthen the technical methods and means and the supervision of operation to decrease the public’s risk perception;To intensify the information about the site selection and risk elevation of the facilities to the public and encouraging them to participate in the procedure of making decision and supervision so that decrease their perception of justice;To smooth the expression and face up to the need of the interested mass to pay more attention to their frustration caused by various negative emotions.
