摘要 针对种植生产基地的特殊性、差异性,构建了以征信主体、生产经营、监督检查、质量检测、风险防控、公众反馈为准则,涵盖30余项具体指标的种植生产基地信用评价指标体系,并提出了基于层次分析法和模糊综合评价法相结合的农业种植生产基地信用评价模型。首先,利用层次分析法确定准则权重,并通过一致性检验确定所有指标的权重;然后,采用模糊综合评价法建立评价等级,确定隶属度函数,构造模糊关系矩阵,对各项指标进行模糊评价分析;最后,确定生产基地的信用评级和信用状况。为验证模型的有效性,选取2017年度北京市农业农村信息化示范基地的种植生产基地进行征信评价。结果表明:利用本模型得出的评价结果与专家的评价结果趋于一致。本模型可有效地对农业种植生产基地进行征信评价,也可对农业种植生产基地规范化管理、改造和决策提供技术支撑。 In view of the particularity and difference of agricultural planting production base,the credit evaluation index system of agricultural planting production base was constructed,which was based on credit subject,production and operation,supervision and inspection,quality inspection,risk prevention and control,and public feedback,covering more than 30 specific indicators.The credit evaluation model of agricultural planting production base was proposed based on the combination of AHP and fuzzy comprehensive evaluation.Firstly,the weight of criteria was determined by AHP,and the weight of all indicators was determined by consistency test;then,the fuzzy comprehensive evaluation method was used to establish the evaluation grade,determine the membership function,construct the fuzzy relationship matrix,and carry out fuzzy evaluation and analysis on each indicator;finally,the credit rating and credit status of the production base were determined.In order to verify the validity of the model,the planting production base of Beijing agricultural and rural informatization demonstration base in 2017 was selected for credit evaluation.The results showed that the evaluation results of this model were consistent with those of experts.This model could not only effectively evaluate the credit of agricultural production base,but also provide technical support for standardized management,transformation and decision-making of agricultural production base.
