基于模糊综合评价法的土地开发扶贫项目实施效果评价——以新疆阿克陶县为例

Evaluation on the Implementation Effect of the Land Development Project in Poverty Alleviation Based on Fuzzy Comprehensive Evaluation Method——A Case of Akto County in Xinjiang

依据工程项目管理理论,从项目决策、实施及实施后3个阶段,选取21个关键性指标,综合运用层次分析法、模糊综合评价法等,采用“优、良、一般、差、极差”5个评价等级标准对阿克陶县土地开发扶贫项目实施效果及实施前后效益进行综合评价。结果表明,项目决策阶段确定的指标合理,实施阶段管理相对良好,实施后效益显著,项目实施综合效果为“良”,项目经济、生态、社会效益综合评价等级由开发前的“差”变为“良”,分值由37.09增加到79.97,效益得到明显提升,基本实现项目的目标要求,为打赢脱贫攻坚战奠定基础。

According to the project management theory,this paper selected 21 key indicators from the three stages of project decision-making,implementation and after implementation,and comprehensively applied the analytic hierarchy process and fuzzy comprehensive evaluation method,etc.,adopted five evaluation grade standards of“excellent,good,general,poor,very poor”to make comprehensive evaluation on the implementation effect of the land development project of Akto County and benefits before and after the implementation.The results showed that the indicators determined in the project decision-making stage were reasonable,the management in the implementation stage was relatively good,the benefits after implementation were significant,and the comprehensive effect of project implementation was“good”.The comprehensive evaluation level of economic,ecological and social benefits of the project changed from“poor”before development to“good”,and the score increased from 37.09 to 79.97.The benefits were significantly improved and the project's target requirements were basically achieved,which laid the foundation for winning the fight against poverty.
