在促进小农户和现代农业发展有机衔接的过程中,涉及多重的利益相关者。不同类型利益相关者参与和促进衔接的方式和方法共同构成了衔接的动力耦合机制。促进小农户和现代农业发展有机衔接的现实路径,可以从4个层面进行把握:一是其目标应是农产品的加工变现;二是其本质是产、加、销的衔接;三是其基础是与需求侧的有效对接;四是其关键是各方利益的有效协调。促进小农户和现代农业发展有机衔接的政策导向可以从4个方面予以把握,一是强化政策的系统性,调动和发挥各利益相关者的积极性;二是强化政策的适应性,因地制宜与因势利导有机结合;三是强化政策的针对性,提高政策目标指向性和实效性;四是强化政策的协同性,形成推动和保障衔接的巨大合力。

There are multiple stakeholders involved in promoting the organic link between small farmers and modern agricultural development.The ways and methods of different types of stakeholders which participating in and promoting the connection constituted the dynamic coupling mechanism of cohesion.The realistic path to promote the organic connection between small farmers and modern agricultural development could be grasped from four levels:firstly,its goal should be the processing and monetizing of agricultural products;secondly,its essence was the connection of production,process and sale;thirdly,it was based on effective docking with demand side;fourthly,the key was the effective coordination of the interests of all parties.The policy orientation of promoting the organic connection between small farmers and modern agricultural development could be grasped from four aspects:the first was to strengthen the systematization of policies and mobilize and motivate the initiative of all stakeholders;the second was to strengthen the adaptability of policies and integrate local measures with the guidance of circumstances;the third was to strengthen the pertinence of policies and improve the directivity and effectiveness of policy objectives;the fourth was to strengthen the synergy of policies and form a great synergy to promote and guarantee the convergence.
