乡村振兴背景下昌平农村集体经济发展路径

Development Path of Rural Collective Economy in Changping District under the Background of Rural Revitalization

为了探究壮大昌平农村集体经济发展的路径,基于现有资料、实地走访和问卷调查,剖析了昌平现行集体经济发展的现状和存在的问题。结果表明,昌平农村集体经济组织形式大多表现为股份经济合作社,整体运行良好,已形成规模经营,股权设置和合作社制度相对合理,内部成员满意度较高。但是,作为集体经济产权制度改革较早的区县,昌平在制度改革进程中依旧存在着权责不明、发展受限、资产流失、利益受损等问题。未来,壮大农村集体经济的发展,昌平需着眼于自身现状,因地制宜,贯彻“三权分置”改革举措,规范内外部管理监督机制,扩大宣传效应,拓宽资金来源,优化产业结构调整升级。

In order to explore the development path of rural collective economy in Changping district,based on the existing data,field visits and questionnaire surveys,the status quo and existing problems of the current collective economy in Changping district were analyzed.The results showed that most of the rural economic organization forms in Changping district were represented by the share-holding economic cooperatives with good operation,which had formed large-scale operation,the equity setting and cooperative system were relatively reasonable,and the internal members were satisfied very much.However,as a district with an earlier reform of the collective economic property rights system,Changping still has problems such as unclear powers and responsibilities,limited development,loss of assets,and loss of interests in the process of system reform.In the future,to strengthen the development of the rural collective economy,Changping needs to focus on its status quo,adapt to local conditions,implement the"the Tripartite Rural Land Entitlement"reform measures,standardize internal and external management and supervision mechanisms,expand the propaganda effects,broaden funding sources,and optimize the industrial structure adjustments and upgrades.
