从“增量”到“减量”:政策导向下上海市F镇20年规划实施

From"Increment"to"Decrement":Implementation of 20-Year Planning of F Town in Shanghai under the Orientation of Policy

文章分析了上海市郊区F镇20年的规划实施历程:1997年—2004年间,乡镇企业鼓励政策和工业园区集中政策推动了F镇工业用地的快速扩张;2004年—2010年间,“一城九镇”政策驱动了F镇异域风格特色风貌区的建设;2010年至今,“工业用地减量化”政策促成了F镇“集建区”外工业用地的搬迁。从中总结出三点启示,即:小城镇规划实施想要实现市级政府的政策调控目标需要国土空间规划的先期引导;小城镇政府宜借助并放大政策机遇才能实现小城镇的更好发展;“三线”之外的乡村空间需要详细规划图则的全覆盖管控。

This paper analyzes implementation process of 20-year planning of F town in suburb of Shanghai:From 1997 to 2004,encouragement policy of township enterprises and centralization of industrial park promote the fast expansion of industrial land in F Town;from 2004 to 2010,"one city,nine towns"policy drives the construction of characteristic district of exotic style of F town;from 2010 to now,"increment of industrial land"policy makes the relocation of industrial land beyond"intensive construction area"of F Town.From above,three enlightenments are summarized,i.e.:if planning implementation of small town wants to realize the regulation objective of municipal government,early stage guidance of land space planning is needed;small towns should take advantages of and enlarge policy opportunities to realize better development of small towns;rural space beyond“third-tier city”needs the overall coverage of detailed planning diagram.
