摘要
从以数量为基础,到以价值为导向,是医保支付改革的趋势。在“健康中国”大背景下,我国医保支付方式改革应开启以公共利益为先的合作共赢模式,从注重费用控制到关注医疗质量和人群健康,从关注单个医疗机构到关注对整个医疗卫生体系的影响。在已有支付方式改革的基础上,引入按绩效付费、捆绑付费、以人群为基础的付费等新型医保支付方式,驱动整合型医疗卫生服务体系的构建。
From quantity-based to value-oriented,it is the trend of medical insurance payment reform.In the context of“Healthy China”,the reform of China's medical insurance payment method should open a win-win cooperation model that takes the public interest as the first priority,from focusing on cost control to medical quality and population health,from focusing on single medical institution to the impacts of whole healthcare system.Based on the reform of existing payment methods,new medical insurance payment methods such as pay for performance(P4P),bundled payment,and population-based payment should be introduced to drive the construction of an integrated medical and health service system.
