区县级妇幼健康服务机构发展战略分析

Analysis on the Development Strategy of District-and County-level Maternal and Child Health Service Organizations

目的:综合分析区县级妇幼健康服务机构内外部环境影响因素,提出健康发展策略和建议。方法:基于EFE矩阵IFE矩阵对区县级妇幼健康服务机构发展的优势、劣势、机会和威胁进行定量研究。结果:区县级妇幼健康服务机构具有医保覆盖、财政投入及妇幼健康服务需求增长等优势和机会;但同时存在医务人员整体素质不高和居民期望高、高龄孕产妇数量上升的矛盾;总体适合实行调整型多元化战略。结论:区县级妇幼健康服务机构应构建妇幼健康服务集团,建立保健与临床相结合的特色服务模式,打造“互联网+妇幼健康”的全生命周期服务链。

Objective To comprehensively analyze the internal and external environmental factors of the district-and county-level maternal and child health service institutions,and propose health development strategies and recommendations.Methods Based on the EFE matrix and IFE matrix,the advantages,disadvantages,opportunities and threats of the development of district-level maternal and child health service institutions were quantitatively studied.Results District-and county-level maternal and child health service institutions had advantages and opportunities such as medical insurance coverage,financial input and growth in maternal and child health service demand;however,there were contradictions between the overall low quality of medical staff and the high expectations of residents and the increase in maternal age.An adjustment diversification strategy was needed.Conclusion District-and county-level maternal and child health service institutions should build a maternal and child health service group,establish a special service model combining health care and clinical services,and build a full life cycle service chain of“Internet+maternal and child health”.
