加快推进市域社会治理现代化,是推进基层社会治理现代化的关键一环。积极探索新时代市域社会治理现代化的理论蕴含与实践路径,乃是推进国家治理体系与治理能力现代化实践中提出的一个亟待解决的重大现实课题。从社会学视角来看,市域社会治理现代化是一种以设区的城市区域为空间范围,以党委、政府、群团组织、经济组织、社会组织、自治组织、公民为社会治理主体,以党建、法律、道德、心理、科技、民规民约为社会治理手段,以社会治理理念现代化、社会治理体系现代化、社会治理能力现代化为重点内容,以提高社会治理社会化、法治化、智能化、专业化水平为行动目标,以建设人人有责、人人尽责、人人享有的社会治理共同体为制度目标的整体性社会发展过程。在实践层面上,要推进市域社会治理现代化,就必须践行市域社会治理的理念、体系和能力现代化。要推进市域社会治理理念现代化,就必须践行"铸魂""民本""协同""融合""服务""创新"六大理念。要推进市域社会治理体系现代化,就必须坚持"一建五治",坚持党建引领,坚持自治、法治、德治、心治与智治并举。要推进市域社会治理能力现代化,就必须提升风险防控、舆论导控、群众工作、破解难题、资源整合、信息处理等六种能力。

Speeding up the modernization of municipal social governance is a key part of promoting the mod-ernization of social governance at the grass-roots level. Actively exploring the theoretical implicationsand practical paths of the modernization of municipal social governance in the new era is a major realis-tic issue to be solved in the practice of advancing the modernization of national governance system andcapacity. From a sociological perspective, the modernization of municipal social governance is the over-all social development in the city area, with districts as the spatial scope, with the Party committee, gov-ernments, mass organizations, economic organizations, social organizations, autonomous organizationsand citizens as the main body of social governance, with the party construction, law, morality, psycholo-gy, science and technology, civil rules and regulations as the means of social governance, with the mod-ernization of social governance concept and modernization of system and the modernization of socialgovernance capacity are the key content, with the aims to improve the socialized, legalized, intelligentand specialized level of social governance, and to build a community of social governance where every-one has responsibility, everyone is responsible and everyone enjoys. On the practical level, to advancethe modernization of municipal social governance, we must implement the modernization of the concept,system, and capabilities of municipal social governance. To promote the modernization of the concept ofsocial governance in the city, we must practice the six concepts of"casting soul","people-orientation","cooperation","integration","service"and"innovation". To promote the modernization of the city’ssocial governance system, we must adhere to the priority of party building and adhere to the simultane-ous development of autonomy, rule of law, moral, mental and intellectual governance. It is necessary topromote the modernization of capabilities of social governance in the city by improving the abilities ofrisk prevention and control, public opinion guidance and control, mass work, problem solving, resourceintegration, and information processing.
