摘要
黑龙江人口正迅速老龄化,刘易斯拐点到来,人口红利消失。本文基于人口转型背景,说明当前黑龙江老龄化特征及老龄问题成因,进而讨论老龄化在劳动力供给、政府财政和创新创业方面对黑龙江省社会经济产生的负向效应,最后从优化劳动力供给结构、增强财政可持续性、鼓励“银色创业”等三个方面提出应对之策,为正确认识黑龙江老龄化形势,积极制定适应性政策提供一定参考。
The population of Heilongjiang is rapidly aging.The turning point of Lewis is coming and the demographic dividend is disappearing.Based on the background of demographic transition,this article explains the characteristics of aging and the causes of aging in Heilongjiang,and then discusses the negative effects of aging on labor supply,government finance,and innovation and entrepreneurship on the society and economy of Heilongjiang Province.Financial sustainability and the encouragement of"silver entrepreneurship"put forward countermeasures to provide a certain reference for correctly understanding the ageing situation in Heilongjiang and actively formulating adaptive policies.
